工作职责
1.Manage indirect procurement category (MKT, Retail, Admin, Logistics etc) and focus on after-sale service & logistics, to establish and continuously optimize the procurement guideline and management system according to variety of categories within WEU countries; 2.Set up and manage the supplier pool by category to support the stakeholder departments, to ensure all the execution could go well and efficiently, and keep optimizing deliverables' quality, cost and efficiency to contribute to better business success; 3.Develop the procurement strategy by category, to promote procurement's profession sustainably, to improve the coverage of frame agency, to manage the whole process from PR to payment and to avoid compliance risk; 4.Conduct supplier selection for all the categories to filter the excellent frame agency and implement PO under the frame contract, set up long-term relationship with high-quality suppliers to improve procurement efficiency and service quality; 5.As sponsor for country/regional procurement manager, in-depth understanding of company's business, control the stakeholder's demands to make a comprehensive resource plan, and promote the satisfactions with stakeholders all the time.
Legal Compliance and Risk Management: 1. Conduct proactive legal and regulatory compliance analyses for OceanBase's overseas business activities in Southeast Asia, with a specific focus on supporting clients in high-growth sectors such as Internet and FinTech. 2. Pre-research and assess legal risk levels within local and regional jurisdictions, providing comprehensive risk judgments and actionable mitigation strategies tailored to specific projects and client engagements. Commercial Contract Management: Cloud Service & Software Sales: Draft, review, and negotiate a wide array of commercial agreements, including: 1. Cloud service contracts and all related ancillary agreements (e.g., Data Processing Agreements, Service Level Agreements, Pricing Addenda). 2. Various database software sales contracts. Other Business-Related Contracts: 1. Procurement contracts related to marketing activities and other operational needs. 2. Partner channel agreements, including referral and reseller contracts. 3. Legal review and preparation of legal documents required for overseas project tender submissions. Others: 1. Manage and oversee the contract approval process for the Southeast Asia region. 2. Provide daily legal advice and consultation on legal queries from regional business teams.
The Procurement Manager will be responsible for managing the procurement process for requests, ensuring that the end user has the necessary resources to execute projects effectively. This role will involve collaborating with various stakeholders, negotiating with suppliers, and maintaining compliance with organizational procurement policies. Key Responsibilities: Develop and implement procurement strategies that align with the company's objectives. Manage end-to-end procurement processes, including sourcing, negotiation, and contract management. Identify and evaluate potential suppliers, negotiate contracts, and ensure adherence to terms and conditions. Conduct regular performance reviews with suppliers to ensure optimal service delivery. Monitor market trends and competitor activities to identify opportunities for cost savings and process improvements. Collaborate with internal stakeholders to understand procurement needs and ensure the timely delivery of goods and services. Ensure compliance with procurement policies, procedures, and regulations. Maintain accurate records of purchases, pricing, and other essential data. Prepare and present reports on procurement activities, cost savings, and supplier performance to senior management.
Procurement Manager will need to forecast levels of demand for goods and services on PAN-India markets. Conduct research to source the best products and Vendors in terms of best value, delivery schedules and quality, ensuring the timely and cost-effective acquisition of goods and services. Run tenders, evaluate bids and make recommendations, based on commercial and technical factors.
