- Collaborate with internal stakeholders to define project design criteria and develop the Basis of Design (BOD). - Manage consultants to implement the project from schematic design through design development to construction documents. - Oversee the design-build contractor to ensure the project meets the business and technical needs defined in the BOD. - Provide construction administrative support to the project manager during construction, including tasks such as responding to RFIs, issuing technical bulletins, reviewing submittals and shop drawings, and conducting source inspections at vendor factories. - Work with the Commissioning (Cx) Agent, contractors, and operations team to complete various levels of startup and commissioning, including Integrated System Testing (IST). This includes reviewing Cx scripts, closing critical punch-list items before IST, and tracking/closing global commissioning QA/QC items. - Collaborate with HQ and data center operations teams to incorporate the latest lessons learned from operations into new greenfield design projects. - Review engineering calculations from consultants and conduct independent engineering and cost analyses. - Research new designs, materials, and construction methods for data center HVAC equipment and related components. - Travel to data center sites for engineering studies, mechanical systems audits, startup testing, and full commissioning as required. - Provide guidance to design consultants and installation contractors, ensuring the quality of installed work. - Take ownership of tasks and work proactively to achieve goals with good team spirit. - Respond to emergencies on an as-needed basis.

The Senior Manager, Government Affairs for Brazil will report to the Director of Government Affairs for Latin America. This role will manage proactive engagement with and monitoring of relevant government officials and legislative and regulatory matters related to Alibaba and its business ecosystem. The successful candidate will manage legislative, regulatory and political matters at the Federal, State, District and Municipal levels in areas of relevance to Alibaba. They will strategically manage Alibaba’s legislative and regulatory advocacy initiatives across a range of environments in Brazil, with a specific focus on regulation in the area of ecommerce, digital services, product safety, intellectual property, consumer protection, logistics, tax, customs regulations, De Minimis and competition issues. The Senior Manager, Government Relations will be charged with understanding and working effectively within the political dynamics presented by advocating for a global business based in China. This role will also include day-to-day engagement with external resources, such as consultancies and trade associations, as well as any other relevant third party relationships. It is important that they be able to anticipate risks and opportunities, advise on engagement strategies and advocate on behalf of Alibaba.

The Director, Federal Government Affairs for the U.S. will report to the Head of Government Relations for North America. This role will manage proactive engagement with and monitoring of relevant government officials and actions related to Alibaba and its ecosystem at the Federal level, particularly with respect to Agencies. S/He will strategically manage Alibaba’s legislative and regulatory advocacy initiatives related to ecommerce, digital services, product safety, intellectual property, technology development and deployment, consumer protection, logistics, customs, export controls, tax, and competition issues. The Director, Federal Government Relations will be charged with understanding and working effectively within the political dynamics presented by advocating for a global business headquartered in China. This role will also include day-to-day engagement with external resources, such as consultancies and trade associations, as well as any relevant third-party relationships. It is important that s/he be able to anticipate risks and opportunities, advise on engagement strategies and advocate on behalf of Alibaba. In addition, the Director, Federal Government Affairs for the U.S. will: • Work within the IGA team to develop and execute a government affairs program for Alibaba in the region which advances its business growth, legislative and regulatory goals, and political objectives. • Develop and foster relationships with key officials, engage via industry and government forums and manage relevant consultants and trade associations. • Establish solid working relationships with colleagues at headquarters and work closely with colleagues internationally to develop and implement industry and government outreach. • Provide senior executives and colleagues with strategic advice and insightful perspectives concerning government actions and politics regarding the industry and Alibaba in particular. • Coordinate across internal teams to ensure proper compliance with regulations and follow-through on government messaging. The compensation package for this position is comprised of base salary ($188,400–$309,600), bonus, equity and/or cash incentive award, as well as health care and other group benefit plans.
