Cross-regional multi-city management experience is preferred; proficiency in English (listening, speaking, reading, and writing) is an advantage. Strong team collaboration skills, with a willingness to actively share work experience, provide actionable suggestions, and help the team quickly enhance capabilities.

Responsible for building and managing city teams from the ground up in the Dubai food delivery market, quickly enhancing team business capabilities to achieve team goals. Accountable for business development and operational results in individual cities, using scientific analysis methods to gather information, formulate, and execute operational strategies, continuously improve new onboarding and operational plans. Maintain an end-to-end perspective, quickly identify core frontline issues (BD pain points, merchant pain points, user pain points), promptly communicate feedback to headquarters, integrate resources, and expand business efficiently at low costs. Ability to manage teams with diverse cultural backgrounds, establish scientific training mechanisms from BD to BDM, and cultivate international business talents. Systematize work experiences, extract methodologies, create standard operating procedures (SOP), and establish end-to-end international business processes. Develop detailed execution plans and monitoring mechanisms, control each aspect of operations, and dynamically adjust strategies based on data to ensure expected outcomes.
1. Analyze and regulate urban supply and demand dynamics to improve Keeta’s freelance’s operation and management capabilities in the Middle East. 2. Decompose objectives and deploy freelance capacity to ensure the overall experience and delivery costs of freelance’s targets are achieved. 3. Collaborate with back-office operations teams to advance the iterative upgrading of the freelance strategic capabilities; partner with 3PLs to empower freelance capacity recruitment. 4. Monitor daily operational data, promptly identify business issues, and drive problem-solving and strategy implementation.

Lead supply operations strategy across a defined multi-city region. Oversee delivery KPIs (SLA, cost, efficiency) and drive consistent performance across the region. Manage and mentor a team of City Business Partners (BPs) and guide their execution plans. Allocate resources (fleet, budget, incentives) strategically across cities based on volume and demand patterns. Collaborate cross-functionally with product, growth, and central ops to resolve city-level gaps. Own escalation handling, regional compliance, and operational governance. Drive scalable processes, tech adoption, and automation in supply operations. Represent regional performance and strategic insights to leadership teams.
1.Developing 3pl partners and expanding the number of partners and riders according to the demand for delivery in each city. 2.Develop and optimize 3PL fleet operational plans, improving capacity, rider quality, and rider efficiency to maintain high service quality and operational efficiency. 3.Ensure partner accountability through clear performance metrics, audits, and regular business reviews. Take responsibility for the partners and regions to achieve rider recruitment, operations, management, and user experience goals. 4.Ensure 100% compliance for 3PL partners and their riders. 5.Monitor rider behavior and service quality through fleet partners to ensure end-user satisfaction. 6.Work with the operations team to develop rewards and penalties for 3PL and manage them on a day-to-day basis to achieve business goals such as hiring goals, user experience goals, etc. 7.Communicate the elimination of partners who do not meet the requirements. 8.Complete the related work within the department assigned by the manager
